To measure Google Ads conversions through Tag Manager: create the conversion action in Google Ads and copy the ID and label; in Tag Manager, create the Conversion Linker tag on all pages and the Google Ads Conversion Tracking tag with that ID and label, firing only on the right action (form submission, thank-you page, purchase); test in Preview mode and publish. Without this, Google Ads doesn’t know who became a customer and optimizes for the cheapest click, not the sale.

A conversion is the action that’s worth money: the quote request, the click on WhatsApp, the purchase, the call. It’s what teaches automated bidding strategies to find more people like the ones who bought. Measured wrong, it teaches the opposite. Before you start

  • Google Tag Manager installed on the site.
  • Admin access to Google Ads.
  • A clear way to know when the action happened: a thank-you page, a message in the data layer, or a click on a WhatsApp link.

Step 1: create the conversion action in Google Ads

  1. In Google Ads, go to Goals, Conversions, Summary and create a new conversion action of type Website.
  2. Choose the right category (lead form submission, purchase, contact) and give it a name that says what it is: “Quote request form,” not “Conversion 1.”
  3. Set the value: a fixed value per contact, or different values per conversion when the site sends the purchase value.
  4. For count, choose One for contacts (two messages from the same person aren’t two customers) and Every for purchases.
  5. For the setup, choose to use Google Tag Manager. Google Ads will show the conversion ID (AW-XXXXXXXXX) and the label. Save both.

Step 2: create the Conversion Linker

In Tag Manager, create a Conversion Linker tag, triggered on All Pages. It stores the ad click information so that when the conversion happens, it’s linked to the right ad. Without it, some conversions get lost.

Step 3: create the conversion tag

  1. New tag of type Google Ads Conversion Tracking.
  2. Fill in the conversion ID and label you copied in step 1.
  3. If the site sends a value, fill in the value and currency using the data layer variables, and the transaction ID to avoid counting the same purchase twice.
  4. Choose the trigger for the right action, as listed below.

The most common triggers:

  • Thank-you page: a Page View trigger with the URL containing “/thank-you/”.
  • Form that doesn’t change pages: a Custom Event trigger with the event sent by the site, like generate_lead.
  • WhatsApp click: a Click Link trigger, with the click URL containing “wa.me” or “api.whatsapp.com”.

The most costly mistake is firing the conversion on the form page itself, instead of after submission. Then every visit becomes a conversion, and the campaign ends up chasing people who are just curious.

Step 4: turn on enhanced conversions

Enhanced conversions send Google, in a protected way, the email or phone number the person entered in the form. This recovers conversions that would otherwise be lost to cookie blocking. Turn it on in the Google Ads conversion action and tell Tag Manager where that data comes from.

Step 5: test and publish

  1. Click Preview in Tag Manager and walk through a customer’s path: go to the site, fill out the test form, reach the thank-you page.
  2. In Tag Assistant, check that the Conversion Linker fired on every page and that the conversion fired only once, at the right moment.
  3. Publish the version with a clear name (“Quote request form conversion”).
  4. In Google Ads, the conversion action’s status changes once the first conversions come in. This can take a few hours.

Conversions that happen outside the site

When the sale closes on WhatsApp, over the phone, or in a meeting, the site only sees the contact. For Google Ads to learn from the actual sale, you need to send the result back from your CRM, using offline conversions. That’s what separates a campaign that generates contacts from one that generates customers.

Common mistakes we find in accounts

  • Duplicate conversion: the same action imported from GA4 and measured by the Google Ads tag, both set as primary. Each contact gets counted twice.
  • Old Universal Analytics goals still marked as conversions, even though they haven’t received data since 2023. See the end of Universal Analytics.
  • Missing Conversion Linker, leaving some conversions disconnected from the ad.
  • Everything set as a primary conversion: scroll depth, time on page, page visits. The campaign optimizes for what’s easy, not for what sells.

Frequently asked questions

Should I use the Google Ads tag or import from GA4? For Search campaigns, the Google Ads tag tends to be more accurate. Importing from GA4 works, but it follows GA4’s attribution model. Pick one of the two as primary for each action, never both. See events in GA4.

How long after testing does the conversion show up in Google Ads? It can take a few hours for the status to change and up to a day for the numbers to show up in reports.

Does a WhatsApp click count as a conversion? It counts as a contact, and it’s the best measure you can get when the sale closes in the chat. Ideally, you’d complete the picture with sales data from your CRM.
