You can advertise on Google Ads without a website, but today there’s only one way: the smart campaign linked to your Google Business Profile. The Google Ads Help Center itself says businesses without a website can be verified on their Profile and advertise with smart campaigns. The call-only ad, which was the other option, can no longer be created as of February 2026. For Search and Performance Max campaigns, Google requires a landing page, and a simple one-screen page is enough.
This guide shows the options that really exist as of October 2026, what changes in cost and in what you can measure, and when it’s worth building that page before you spend your first real.
How to advertise on Google Ads without a website in 2026
The short answer is a Smart campaign. It’s the simplified Google Ads format, built for people who won’t be working in the account every day, and it accepts a Google Business Profile in place of a website.
On the Business Profile definition page, Google states that businesses without a website can be verified on the Profile and advertise with Smart campaigns. The ad shows the website address or the Profile address. With the Profile linked, the ad can show a map pin to people nearby, along with the address and a call button.
The detail that trips up a lot of people is the phone number. Google only shows the number after you confirm it’s yours.
The real options, side by side
Anyone researching this topic still finds three or four paths in old tutorials. The table shows where each one stands today.
| Option | Need a website? | What the customer does | Status as of October 2026 |
|---|---|---|---|
| Smart campaign with Business Profile | No | Calls, asks for directions, opens the Profile | Available |
| Call-only ad | Required a page with the phone number for verification | Calls | Creation removed in February 2026, stops serving in February 2027 |
| Search ad with call asset | Yes, final URL | Calls or visits the page | Available |
| Search or Performance Max with a simple page | One page is enough | Clicks, messages on WhatsApp or calls | Available |
The change to call ads is covered on the official page about call ads. Google recommends adding the number as a call asset in the responsive search ad, and that ad requires a landing page. In other words, the old shortcut for anyone who only wanted to receive calls is gone.
What about an ad on Google Maps?
The ad on the map depends on the Business Profile linked to the account, not on the website. That’s why the Smart campaign shows up there too. We explain how the map placement works in ads on Google Maps.
Do I need a website to advertise on Google Ads?
To get started, no. To grow, almost always yes.
The Smart campaign runs without a page, but it gives you little control. You pick keyword themes instead of exact keywords, see fewer of the search terms that triggered the ad, and can’t build a large list of negative keywords the way you can in a Search campaign.
The rest of Google Ads assumes a page exists. That’s where the conversion tag and GA4 run. Without a page, Google doesn’t know who became a customer, and automated bidding learns from very little data.
What you lose when you advertise without a page
Advertising without a page costs less to set up and more to get wrong. The losses show up in three places.
- Measurement is only half done. Calls from the ad can be counted. WhatsApp messages, quote requests and forms can’t, because there’s no page to install the tag on.
- Bidding loses its reference point. Without reliable conversions, automated bidding optimizes for clicks, and cheap clicks aren’t always the right customers.
- Remarketing disappears. There are no site visitors to show the ad to again.
When the problem is clicks with no contacts, the article Google Ads isn’t converting lists the most common causes. A missing page is among the first.
How much a click costs without a page
A click costs the same with or without a website. What changes is how much of that click becomes a customer.
In our CPC survey by industry, the median across 103 industries was R$4.96. That’s Google’s estimated top-of-page bid in October 2026, not what each business pays. At that value, R$500 buys about 100 clicks. In expensive industries the math gets tight. Criminal law came in at R$20.27 and pest control at R$18.25, so the same R$500 becomes about 25 visits.
If those 25 visits land on a Profile with no photos and no reviews, the chance of turning into a call is small.
Search volume for this topic is small. In the Google Ads Keyword Planner, in October 2026, “anunciar no google ads sem site” gets 40 searches a month and “google ads sem site” gets another 10, with a top-of-page bid reaching R$33.
Many businesses that rank first on Maps don’t have a website either
Having no website isn’t the exception. In October 2026 we surveyed the profiles Google Maps shows first in São Paulo, Rio de Janeiro and Belo Horizonte across 15 niches, and the share without a website varies a lot.
| Niche | Profiles surveyed | No website |
|---|---|---|
| Metalworking industry | 53 | 28% |
| Custom furniture | 60 | 27% |
| Aesthetics clinic | 60 | 25% |
| Freight carrier | 60 | 17% |
| Real estate agency | 60 | 0% |
| Solar energy company | 54 | 0% |
In custom furniture, more than a quarter of the top profiles operate without a website and sell through the Profile and WhatsApp. In real estate, none of the top profiles is without a page. The practical takeaway is simple. In your niche, look at who shows up first before deciding whether a page is urgent.
The minimum page that unlocks the rest
A well-made one-screen page already gets you out of the Smart campaign and opens up the Search campaign. You don’t need a five-tab website.
- Register a domain with your company name.
- Build a page with the service, the city, real photos and the phone number.
- Add a WhatsApp button with a preset message. The step-by-step for measuring that click is in Google Ads for WhatsApp.
- Install Tag Manager, GA4 and the Google Ads conversion before launching the first ad.
- Test the speed on mobile. Google’s target is for the largest element to load within 2.5 seconds.
Speed deserves attention. On the 8 medical clinic sites we measured in the mini-study, the median for the largest element on the mobile screen was 9.65 seconds. A simple, light page usually beats a big, heavy site.
Step-by-step for a Smart campaign without a website
If you’re going to start without a page anyway, the order below avoids most of the problems.
- Create and verify your Google Business Profile. Without verification, there’s nothing to link. The guide is in Google Business Profile.
- Complete the Profile with category, hours, real photos and at least a few reviews.
- Create the Google Ads account with the same email that manages the Profile.
- When creating the Smart campaign, link the Business Profile.
- Confirm your phone number so it shows up in the ad.
- Choose keyword themes for your service, not generic terms.
- Set the area near where you work, not the whole state.
After 30 days, check how many calls and direction requests came in. If the numbers make sense, a website is the next step, not an extra expense.
When to wait before advertising
Sometimes advertising without a website just burns budget.
If your Business Profile isn’t verified, the campaign can’t even use the map. If nobody answers the phone during business hours, the paid call goes to voicemail. And in industries with expensive clicks, like law, the math rarely works without a page that convinces people before they get in touch.
In these cases, fix your Profile first. It’s free and already brings in customers from local search.
